I could be wrong, but it seems to me that the concept of a 'tea garden', in the sense of an outdoor cafe or dining area, is a concept that was exclusive to British countries. The intertitles may also give some clue to its origins. For example, I'm not sure what a 'boasting tadpole' is, but it has the ring of slang to it. If it were to be of Australian origin, it could be a very exciting find.
