Amber tinted melodrama fragment. Know what this is?

Happy Thanksgiving Day!

A roll that came in from the UK has been another toughie for me to ID. Anyone have an idea what this could be?

Also, can anyone decipher this date code? It looks like a UK 1928 to me but the codes are blurred and I can't say for sure.

The man is Maurice Costello. Perhaps "The Mad Marriage" (Rosemary, 1925)?

That sounds likely- It's a fire department drama, Costello seems to be wearing a fireman's shirt.

the woman looks like Florence Turner but she was in both films mentioned.....

And the intertitle specifically refers to "The Department," which would probably be either police or fire.
