Actually it does make sense, but you have to shift your focus somewhat, and also understand Chaplin's production methods to get a full sense of the choices being made. The use of the term "inferior out takes" is at least a bit misleading in the context of a Chaplin production. A standard of quality...

The First National shorts were largely reconstituted from inferior takes in the '40s, due to the original negs being worn out from excessive printing, and these are unfortunately the versions touted as "official" by the Estate. Most of the "original" footage, especially for the earlier films is gone. And the reason it was replaced was not always just because Chaplin decided to alter and reedit the story line.
