Maybe, but I am not familiar of his company being called 'powers pictures', especially not as late as 1931

I'm trying to identify the producer of a particular film, of which I am currently selling on 'The Exchange'. I have been unable to find out any other information about it. Anybody know?

From what I could find, I cannot ship it via the US Postal service because the Department of Transportation has declared Nitrate film as a hazardous material. The only service that will ship it that I could find is FedEx, but I still have to follow their guidelines for properly labeling a solid flam...
