I did a full translation of this one years ago but left the insertion of titles to someone else. What I ended up with was that the intertitles were a different size from the video. I've tried to "normalize" the two. It's not perfect but it's watchable.

Re: sequencing.... I remember talking to Tricia Welsch about this one. She viewed it at LOC years ago for her book on Swanson and agreed the sequencing was bad. Maybe she assume it since it's in the LOC notes.....

No clue where he got it. But this is another instance where LOC has a copy of a print from some other archive. It might be more accessible but it's not any better. But it sounds like the LOC copy added its own logo, implying the giant EYE isn't on their copy.
