Larry Semon-directed Jimmy Aubrey short?

Someone put this short on Youtube. It's a Jimmy Aubrey short also featuring Frank Alexander and members of the Vitagraph usual lot.

I have been reading Claudia Sassen's Semon bio-filmography, and I was wondering if Semon wouldn't be the director of this short. It doesn't match the plot of any of the Aubrey shorts mentioned there, anyway. What would this short's real title be?

Any guess?

This film could be a late Vitagraph that may have been made during the breakdown of Vitagraph and may have been released to satisfy booking obligations without Vitagraph spending the money to promote or copyright it.

Or it could be an early Standard comedy directed by Joe Rock. Either one of these scenarios can explain the "Riot Squad" look of this short.

Looks late Vitagraph to me and appears to be shot on the West Coast. One of the gang looks like Bobby Ray and he has been spotted in other Vitagraphs from around 1921-22. Semon wouldn't be the director, he only directed Aubrey on the East Coast and before he himself started starring in films.
