In my view regarding media a "bootleg" is made when someone releases something not intended to public consumption. Like film outtakes transfered to DVD or Beatles "Let It Be" audio sessions to CD and sold on the market or traded among collectors.
A film pirate, or pirated film, is when something copyrighted is copied and is made available without the copyright owner's consent. Example are videos shot off of multiplex screens.
I bet calling these films "bootlegs" the guy gets a lot of email and good promotion for his site.
