ID this music clip?

Can anyone ID this music? It seems to have shown up on countless old VHS and DVD releases that used generic tracks.music. It sounds balletic to me but what do I know.....
Shazam and SoundHound are stumped, and so am I.
I wouldn't be surprised if it was by an English composer, written for a ballet. There was a series of recordings under the rubric of "British Light Music Classics" on Hyperion. Presto Music has it here with 30-second clips: British Light Music Classics.
