Yes, it is.
Maybe it's unfair to call them drab since we don't know what color Eleanor's dress is though Franklin is more than likely wearing a dark suit as most men in those days did when traveling. I thought the fact that Franklin is standing tall would throw folks off expecting him in a wheelchair.

Imagine being in perfect health and going for a swim in a body of water and then contracting POLIO immediately afterward resulting in loss of leg usage and being in a wheelchair. Still quite an accomplishment becoming President with this disability. WH did a great job of keeping that issue from the public. Great photo of them at that time though.
