TOD BROWNING'S "PUPPETS" ON DVD

Does anyone have any idea if this short film by Tod Browning survives and if it has been issued on DVD? Has anyone seen it? It was Browning's first film after his first accident, and he employed real actors as if they were puppets, with strings attached to their arms! Comedian Max Davidson is on it!
