Don't know who uploaded it, but it's there.
(I assume it's from someone associated with the SF Silent Film Festival because the same person also uploaded the trailer which was then posted on their blog)

Yes, this is the same Bakewell. It's one of his very first films. John Bengtson discovered that while most of the film was shot in San Francisco, there are some scenes shot in Hollywood, including one sequence in East Cahuenga Alley, which helped him tie together the fact that Chaplin, Keaton, and Lloyd all filmed in the alley.
