In THE CARDBOARD LOVER (1928) there is a montage of legs and feet when Marion Davies is in pursuit of Nils Asther.

In the 1928 Our Gang comedy THE SPANKING AGE, there is the novelty of adults only seen from just above the waste down. No faces, but plenty of gestures nonetheless.

1908....The Thieving Hand. It is a fantastic (&fun) short.

I'm surprised Stroheim's The Merry Widow hasn't been mentioned yet.

I seem to remember an unusual amount of attention on legs in Norma Talmadge's version of Camille.
