Can anyone identify this director and/or cameraman?

There are no numbers in the image and nothing on the reverse.

Is that a car radiator pressure gauge seen under the tripod ?? It seems the camera(if not the cameraman) is roped to the front of a car to film the occupants on the move....

Yes, I noticed that.

It reminded me of the account Byron Haskin relates in "HOLLYWOOD: THE PIONEERS" about such a hook up with Allen Holubar where the rope got caught in the steering knuckle preventing the car from turning.
