Chaplin's voice on TGD panel leader?

Just from a quick listen it doesn't sound like him to me, but he's speaking fairly softly, so it's hard to say. I can't say that I would be surprised if it was (although it would be more surprising if he had recorded it for, say, CITY LIGHTS).

It vaguely sounds like his voice as a voice, but in terms of character it sounds like a technician speaking, not an actor.

To me it sounds like a fairly generic British accent. I doubt that Chaplin would have been involved in the mundane mechanics of the production to that extent.

Chaplin was known to be involved in the most mundane of tasks on his films (hairdressing - his own as well as the other actors for example) and began to become distressed when unions (starting with DICTATOR I believe) were required on his sets - whereas before he and his inner circle dealt with everything.
So if this turned out to be him - I would NOT be surprised.
It's funny, sometimes I have a listen and I think, "nah - that's not him." And then other times it hits me, "Yes - that could be a 'low key' him - sitting at the recording desk alongside the sound technicians - monitoring the final mix."
