The Penguin Pool Murder - Why is Edgar Kennedy completely bald?

I'll have to admit I haven't watched the film yet, so the answer could be in the film itself, but why Edgar Kennedy completely bald in his role in The Penguin Pool Murder?

The shooting was probably very close to - or at the same time as - the filming of LITTLE ORPHAN ANNIE, in which he played Daddy Warbucks.

I think you got it, those two films were released about a month apart.

It just looks creepy, a totally bald guy wearing a policeman's hat.
