"Under a Gypsy Moon" (musical short '38): any info

I have a copy of the above film in 16mm, and I have gotten curious about its raison d'etre, i.e. was it for the preshow before the feature? Filler for smaller theatres?

The theme is a gypsy camp (soundstage) with the expected gimmicks and costumes. There is Russian-style dancing (!), a hearty ballad called "A Gypsy's Never Blue" done by J. Harold Murray and some Paganini-exhibition by violinist Erna Rubinstein, among other things.

It runs about 10mins. I am just curious about its purpose and if there is any history to be had on it (and its siblings) as it seems like a combo between the 'soundies' and an outright short musical subject.

It was distributed through RKO as a regular short subject (part of the Nu-Atlas Musical series). Release date was 9/2/1938.
